a) Minimum Update time now does not move ahead for orders if there are COGS related errors. In essence, we will retry the failed orders because of COGS in every sync.
b) Minimum Update time will not move ahead
if there are sync level failure. This will allow us not
to skip any data in subsequent syncs.
